Between 23 and 30 October 2026, four focus group discussions were conducted with the participation of approximately 50 representatives of the law enforcement and judicial sectors, including prosecutors, criminal investigation officers, investigation officers, judicial executors, and judges.
The discussions were organized as part of a study assessing the needs, perceptions, and solutions of law enforcement and judicial actors from a security perspective in relation to the challenges generated by the Transnistrian conflict.
The study aims to examine the experiences, perceptions, and assessments of professionals from constitutional institutions, particularly representatives of law enforcement authorities and the judiciary, regarding the impact of the Transnistrian conflict on their professional activities. At the same time, the research seeks to identify operational challenges encountered in the exercise of their duties, as well as potential solutions and measures needed to strengthen the institutional response.

The focus groups provided valuable insights into the capacities of relevant institutions, existing procedures, and inter-institutional coordination mechanisms, offering a comprehensive picture of current challenges and opportunities for institutional development. Participants exchanged views on the practical implications of conflict-related issues on law enforcement and judicial processes, as well as on measures that could enhance institutional effectiveness and cooperation.
The findings of the study will serve as a basis for developing recommendations aimed at improving policies, procedures, and cooperation mechanisms among relevant stakeholders, thereby contributing to enhanced institutional resilience, security, and the rule of law in the context of the Republic of Moldova’s reintegration process.
This activity is implemented by AO I4DD within the project “Growing a Safer Moldova”, under the BREN II Programme, implemented by the Institute for War & Peace Reporting (IWPR) with the support of the United Kingdom of Great Britain and Northern Ireland.
