Workshop on Monitoring and Evaluation (MEL) of the Women, Peace and Security Agenda and the Triple Nexus

21 August 2026, Ștefan Vodă district — The Institute for Democracy and Development (I4DD), in partnership with the Global Network of Women Peacebuilders (GNWP), conducted a workshop dedicated to Monitoring, Evaluation and Learning (MEL) of the Women, Peace and Security (WPS) Agenda and its integration within the Humanitarian–Development–Peace Triple Nexus.

The event aimed to strengthen the capacities of local leaders, community actors, women leaders and public institutions to apply effective monitoring, learning and evaluation tools that are gender sensitive and conflict sensitive, in order to improve the implementation of the WPS Agenda in the Republic of Moldova.

The MEL workshop is not merely technical. It is built to show who benefits, who is left behind, how interventions shape local dynamics, and how humanitarian action, development and peacebuilding are interconnected. Through this approach, monitoring and evaluation can help make policies and projects more equitable, more relevant and more sustainable.

Workshop objectives

• Enhancing participants' knowledge of monitoring and evaluation (MEL) processes through the presentation of good practices, methodologies and tools applicable to the implementation of the Women, Peace and Security Agenda in the context of the Triple Nexus;
• Strengthening the capacity to design and use gender sensitive, conflict sensitive and nexus sensitive objectives and indicators, reflecting the interdependencies between humanitarian action, development and peacebuilding;
• Developing practical skills for tracking results, effects and political influence of WPS interventions across different sectors, including at community and institutional levels.

Who took part

The workshop brought together 15 participants (direct beneficiaries): local women leaders, community actors and civil society members, including representatives of Local Action Groups (LAGs) implementing WPS activities, representatives of the 1325 NAP Secretariat hosted by the Ministry of Internal Affairs, and members of the leadership of the Customs Service. They were joined by representatives of the WPS Initiative Group (PISA and Pro Marshall) and young women. Most participants come from the Security Zone or are involved in activities dedicated to the Women, Peace and Security Agenda.

The following representatives of the Local Action Groups (LAGs) took part in the event: Farmecul Nistrului, Ecouri Nistrene, Drumul Vechi Moldovenesc and Serpentina Nistrului.

Through this workshop, I4DD and GNWP contribute to strengthening the ability to collect accurate data — data that shows where you are heading, why you are heading there, and whether you reach your destination. Properly collected and efficiently used, such data transforms general objectives into measurable results, clear indicators and concrete steps. This enables institutions and local actors to understand not only what they do, but also the real effect their actions produce in the community, in the workplace or within a specific sector.

MEL provides data, evidence and analysis that help participants understand what works and what does not. Instead of decisions based on impressions, they learn to make decisions based on solid information, allowing them to adjust interventions, reallocate resources and improve processes.

This activity is implemented within the project “Local Women Peacebuilders’ Comparative Advantage: Integrating Women, Peace and Security in the Triple Nexus of Humanitarian Action, Development, and Peacebuilding in Armenia, Azerbaijan, Georgia, Moldova, Palestine, Uganda and Ukraine”, with the support of GNWP and ADA.
