prin care dimensiunea de gen a fost integrat\u0103 \u00een strategiile de securitate post-2022 <\/em><em>\u00een Republica Moldova \u0219i Ucraina<\/em><em>, demonstr\u00e2nd c\u0103 rezilien\u021ba \u0219i ap\u0103rarea na\u021bional\u0103 de amenin\u021b\u0103rile actuale depinde direct de capacitatea statului de <\/em><em>a mobiliza \u00eentregul poten\u021bial intelectual \u0219i opera\u021bional al cet\u0103\u021benilor s\u0103i. <\/em><\/p>\n<p>\u00cen peisajul geopolitic actual, marcat de o instabilitate regional\u0103 acut\u0103 \u0219i de reconfigur\u0103ri structurale la nivelul \u00eentregului continent european, Republica Moldova se afl\u0103 \u00eentr-un moment de cotitur\u0103 istoric\u0103. Agresiunea militar\u0103 a Federa\u021biei Ruse \u00eempotriva Ucrainei nu a reprezentat doar un \u0219oc de securitate, ci a declan\u0219at o transformare fundamental\u0103 a modului \u00een care statul \u00ee\u0219i conceptualizeaz\u0103 propria supravie\u021buire, suveranitate \u0219i parcurs de dezvoltare. Aceast\u0103 metamorfoz\u0103 strategic\u0103 a scos \u00een eviden\u021b\u0103 o realitate care anterior era adesea marginalizat\u0103 \u00een cercurile decizionale tradi\u021bionale: Agenda Femeile, Pacea \u0219i Securitatea (WPS), bazat\u0103 pe Rezolu\u021bia 1325 a Consiliului de Securitate al ONU, a \u00eencetat s\u0103 mai fie un simplu exerci\u021biu de bifare a unor standarde interna\u021bionale de imagine \u0219i s-a transformat \u00eentr-un instrument practic de consolidare a rezilien\u021bei na\u021bionale \u0219i a capacit\u0103\u021bii institu\u021bionale a statului.<\/p>\n<p><strong>Impactul agresiunii ruse: De la vulnerabilitate la rezilien\u021b\u0103 strategic\u0103 <\/strong><\/p>\n<p>Invazia militar\u0103 a Federa\u021biei Ruse \u00eempotriva Ucrainei a demonstrat c\u0103 vulnerabilit\u0103\u021bile sociale, inclusiv inegalit\u0103\u021bile de gen, sunt exploatate activ \u00een cadrul r\u0103zboiului hibrid pentru a destabiliza comunit\u0103\u021bile \u0219i a submina \u00eencrederea \u00een institu\u021biile statului. \u00cen acest context, rezilien\u021ba societal\u0103 definit\u0103 ca abilitatea unei societ\u0103\u021bi de a absorbi \u0219ocul, de a se adapta \u0219i de a se recupera a devenit conceptul central al noii viziuni de securitate. Analiza datelor recente arat\u0103 c\u0103 statele care au integrat perspectiva de gen \u00een planificarea de urgen\u021b\u0103 au reu\u0219it s\u0103 gestioneze mai eficient crizele umanitare \u0219i de securitate.<\/p>\n<p>Analiz\u00e2nd experien\u021ba statului vecin, observ\u0103m c\u0103 \u201er\u0103zboiul nu a putut opri implementarea Rezolu\u021biei 1325\u201d, ci dimpotriv\u0103, a accelerat-o. \u00cen Ucraina, agresiunea militar\u0103 a for\u021bat o reevaluare rapid\u0103 a rolurilor de gen. Mai mult, legisla\u021bia ucrainean\u0103 a avansat rapid pentru a sanc\u021biona h\u0103r\u021buirea sexual\u0103 \u00een armat\u0103, recunosc\u00e2nd c\u0103 un mediu sigur pentru femei este un mediu mai puternic pentru to\u021bi solda\u021bii.<\/p>\n<p>Un alt succes major al Agendei WPS \u00een Ucraina este ratificarea Conven\u021biei de la Istanbul \u00een iunie 2022, un act care a demonstrat angajamentul statului fa\u021b\u0103 de valorile europene chiar \u0219i \u00een cele mai negre momente ale invaziei. Mai mult, ratificarea Statutului de la Roma \u00een 2024 permite Ucrainei s\u0103 colaboreze str\u00e2ns cu Curtea Penal\u0103 Interna\u021bional\u0103 pentru documentarea \u0219i pedepsirea crimelor de r\u0103zboi cu dimensiune de gen comise de armata rus\u0103.<\/p>\n<p>Implementarea Rezolu\u021biei 1325 \u00een Ucraina s-a tradus prin adoptarea Legii 4067\/2024 care a introdus repara\u021bii interimare urgente pentru victimele violen\u021bei sexuale \u00een situa\u021bii de conflict, o m\u0103sur\u0103 istoric\u0103 luat\u0103 \u00een timpul unui conflict activ. Aceast\u0103 abordare \u00eent\u0103re\u0219te coeziunea social\u0103 \u0219i restabile\u0219te \u00eencrederea \u00een capacitatea statului de a face dreptate, elemente vitale pentru rezilien\u021ba pe termen lung.<\/p>\n<p><strong>Rezilien\u021ba societal\u0103 \u0219i lupta \u00eempotriva amenin\u021b\u0103rilor hibride<\/strong><\/p>\n<p>Agresiunea Federa\u0219iei Ruse \u00eempotriva Ucrainei a demonstrate empiric importan\u021ba rezilien\u021bei societale (stat, comunitate, individ) pentru men\u021binerea func\u021biile vitale ale instutu\u021biilor \u00een fa\u021ba unor perturb\u0103ri majore. Federa\u021bia Rus\u0103 utilizeaz\u0103 instrumente hibride pentru a exploata \u201epunctele de fractur\u0103\u201d din societ\u0103\u021bile democratice, iar inegalitatea de gen este unul dintre aceste puncte. Prin promovarea unor modele de familie tradi\u021bionale distorsionate \u0219i prin atacarea drepturilor femeilor, propaganda rus\u0103 \u00eencearc\u0103 s\u0103 decupleze Moldova \u0219i Ucraina de spa\u021biul valoric european.<\/p>\n<p>Agenda WPS \u00een Ucraina are rolul de a inumiza societatea contra acestor tactici prin:<\/p>\n<ul>\n<li><strong>Consolidarea coeziunii sociale<\/strong>: Implicarea femeilor \u00een procesele de pace locale \u0219i \u00een gestionarea resurselor comunitare reduce riscul conflictelor interne;<\/li>\n<li><strong>Cre\u0219terea calit\u0103\u021bii datelor<\/strong>: Utilizarea statisticilor dezagregate pe gen permite statului s\u0103 identifice exact unde sunt vulnerabilit\u0103\u021bile \u0219i s\u0103 aloce resurse \u00een mod efficient;<\/li>\n<li><strong>Audituri de siguran\u021b\u0103<\/strong>: Evaluarea iluminatului stradal, a accesibilit\u0103\u021bii ad\u0103posturilor antiaeriene \u0219i a transportului public din perspectiv\u0103 de gen cre\u0219te siguran\u021ba general\u0103 a \u00eentregii popula\u021bii.<\/li>\n<\/ul>\n<p><strong>Lec\u021bii din Kiev pentru Chi\u0219in\u0103u:<\/strong><\/p>\n<ol>\n<li><strong>Femeile &#8211; protagoni\u0219ti, nu victime:<\/strong> Ucraina a demonstrat c\u0103 femeile pot ocupa orice rol, de la lunetist la expert \u00een logistic\u0103 militar\u0103 \u0219i negociator politic. Republica Moldova trebuie s\u0103 preia acest model de \u201emobilizare total\u0103 a talentelor\u201d.<\/li>\n<li><strong>Sinergia \u00eentre stat \u0219i societatea civil\u0103:<\/strong> Succesul Agendei WPS \u00een Ucraina pe timp de r\u0103zboi se datoreaz\u0103 colabor\u0103rii str\u00e2nse \u00eentre Ministerul Ap\u0103r\u0103rii \u0219i organiza\u021biile de femei. \u00cen Republica Moldova, Secretariatul PNA 1325 ac\u021bioneaz\u0103 ca un pod similar, transform\u00e2nd recomand\u0103rile societ\u0103\u021bii civile \u00een politici de stat.<\/li>\n<li><strong>Modernizarea sub presiune:<\/strong> Ucraina a continuat reformele de gen chiar \u0219i sub bombardamente, \u00een\u021beleg\u00e2nd c\u0103 o armat\u0103 modern\u0103 este una incluziv\u0103. Pentru Moldova, aceasta este o lec\u021bie de rezilien\u021b\u0103: reforma nu se am\u00e2n\u0103 din cauza crizelor, ci este solu\u021bia pentru ele.<\/li>\n<\/ol>\n<p><strong>Rezilien\u021ba na\u021bional\u0103 \u0219i r\u0103zboiul din Ucraina: lec\u021bii relevante pentru Republica Moldova<\/strong><\/p>\n<p>Odata cu atacarea Ucrainei de c\u0103tre Federa\u021bia Rus\u0103, Republica Moldova a parcurs un drum accelerat de la o neutralitate pasiv\u0103 la o neutralitate activ\u0103 \u0219i rezilient\u0103, sus\u021binut\u0103 de parteneriate interna\u021bionale. Strategia Securit\u0103\u021bii Na\u021bionale (SSN) din 2023 marcheaz\u0103 o rupere de trecut, identific\u00e2nd Federa\u021bia Rus\u0103 ca sursa principal\u0103 de amenin\u021b\u0103ri hibride \u0219i pun\u00e2nd un accent deosebit pe rezilien\u021ba societal\u0103. \u00cen acest cadru, Agenda WPS nu mai este doar un document sectorial, ci o component\u0103 a guvern\u0103rii sectorului de securitate.<\/p>\n<p>Republica Moldova \u0219i-a consolidat angajamentul fa\u021b\u0103 de principiile WPS\u00a0 prin adoptarea \u0219i pune \u00een aplicare Programul pentru promovarea \u0219i asigurarea egalit\u0103\u021bii de gen \u00eentre femei \u0219i b\u0103rba\u021bi \u00een Republica Moldova pentru perioada 2023-2027 \u0219i prin adoptarea celei de-a doua genera\u021bii a Programul na\u021bional de ac\u021biune pentru punerea \u00een aplicare a Rezolu\u021biei 1325 a Consiliului de Securitate al ONU privind femeile, pace \u0219i securitatea pentru perioada 2023-2027.<\/p>\n<p>Cadrul normativ na\u021bional este acum str\u00e2ns corelat cu standardele interna\u021bionale, precum Conven\u021bia CEDAW \u0219i Recomand\u0103rile Conven\u021biei de la Istanbul, asigur\u00e2nd o aliniere la valorile democratice fundamentale ale Uniunii Europene. Programul este structurat pe patru piloni esen\u021biali: participare, prevenire, protec\u021bie \u0219i reabilitare, fiecare fiind opera\u021bionalizat prin obiective specifice care vizeaz\u0103 at\u00e2t personalul propriu al institu\u021biilor, c\u00e2t \u0219i popula\u021bia beneficiar\u0103 a serviciilor de securitate.<\/p>\n<p>Experien\u021ba comparat\u0103 \u0219i analizele organiza\u021biilor interna\u021bionale arat\u0103 constant c\u0103 institu\u021biile de securitate cu structuri de conducere diverse sunt mai adaptive, mai credibile \u00een raport cu popula\u021bia \u0219i mai eficiente \u00een gestionarea crizelor. Expertiza acumulat\u0103 la nivelul Secretariatului PNA 1325 demonstreaz\u0103 c\u0103 echipele mixte de conducere \u00een institu\u021biile de for\u021b\u0103 tind s\u0103 adopte strategii de management mai holistice. Leadershipul feminin \u00een securitate aduce:<\/p>\n<ul>\n<li>\u00eembun\u0103t\u0103\u021birea procesului decizional prin diversitate de perspective;<\/li>\n<li>cre\u0219terea \u00eencrederii publice \u00een institu\u021biile de for\u021b\u0103;<\/li>\n<li>consolidarea culturii integrit\u0103\u021bii \u0219i a responsabilit\u0103\u021bii institu\u021bionale;<\/li>\n<li>abordarea mai eficient\u0103 a securit\u0103\u021bii umane, inclusiv a nevoilor grupurilor vulnerabile.<\/li>\n<\/ul>\n<p>Mai mult, abordarea de gen devine, astfel, un instrument de management al riscului \u0219i al performan\u021bei institu\u021bionale, iar studiile coreleaz\u0103 adesea cre\u0219terea ponderii femeilor \u00een institu\u021biile publice cu sc\u0103derea nivelului de corup\u021bie sistemic\u0103.<\/p>\n<p>Rezilien\u021ba na\u021bional\u0103 a fost testat\u0103 direct prin gestionarea crizei refugia\u021bilor ucraineni. Majoritatea persoanele str\u0103mutate sunt femei si copii, iar securitatea nu mai este doar despre protec\u021bia frontierelor fizice, ci despre &#8222;securitatea uman\u0103&#8221;, care include protec\u021bia \u00eempotriva dezinform\u0103rii, a traficului de fiin\u021be umane \u0219i a instabilit\u0103\u021bii economice. Capacitatea institu\u021biilor de a oferi protec\u021bie temporar\u0103 \u0219i acces la servicii medicale \u0219i sociale \u00eentr-o manier\u0103 sensibil\u0103 la gen a demonstrat partenerilor europeni c\u0103 Republica Moldova poate func\u021biona ca un furnizor de securitate uman\u0103, nu doar ca un consumator.<\/p>\n<p>Ministerul Afacerilor Interne \u0219i-a asumat rolul, deopotriv\u0103 vizionar \u0219i ambi\u021bios, de coordonator la nivel na\u021bional privind realizarea Programului Na\u021bional de implementare a Rezolu\u021biei 1325 a Consiliului de Securitate al ONU privind Femeile, Pacea \u0219i Securitatea pentru anii 2023-2027. Institu\u021bia \u0219i-a conceptualizat contribu\u021bia la implementarea Agendei WPS prin c\u00e2\u021biva piloni strategici care vizeaz\u0103 stabilitatea statului \u0219i alinierea la standardele UE:<\/p>\n<ul>\n<li><strong>Strategia de dezvoltare a domeniului afacerilor interne pentru anii 2022-2030:<\/strong> are ca scop principal sporirea gradului de siguran\u021b\u0103 pentru to\u021bi cet\u0103\u021benii \u0219i persoanele aflate pe teritoriul Republicii Moldova, f\u0103r\u0103 discriminare. Pentru Republica Moldova \u0219i Ucraina, procesul de screening bilateral \u00eenceput \u00een 2024 a scos \u00een eviden\u021b\u0103 necesitatea alinierii la acquis-ul comunitar \u00een domeniul egalit\u0103\u021bii de \u0219anse, protec\u021biei muncii \u0219i combaterii violen\u021bei.<\/p>\n<p>Agenda WPS este profund aliniat\u0103 valorilor \u0219i standardelor Uniunii Europene privind egalitatea de gen, statul de drept \u0219i securitatea democratic\u0103.
