De\u0219i progresele \u00een promovarea egalit\u0103\u021bii de gen sunt evidente, femeile continu\u0103 s\u0103 fie subreprezentate \u00een procesele de luare a deciziilor. Implementarea Agendei Femeia, Pacea \u0219i Securitatea (FPS) nu este doar un angajament asumat la nivel politic, ci \u0219i o necesitate strategic\u0103 pentru consolidarea p\u0103cii \u0219i securit\u0103\u021bii la nivel na\u021bional \u0219i interna\u021bional.<\/strong><\/p>\n<p><strong>De ce este crucial\u0103 prezen\u021ba femeilor \u00een sectorul de securitate?<\/strong><\/p>\n<p>Diversitatea \u00een leadership-ul institu\u021biilor de securitate aduce o perspectiv\u0103 mai incluziv\u0103 asupra procesului decizional. Studiile arat\u0103 c\u0103 atunci c\u00e2nd femeile sunt implicate activ \u00een structurile de securitate, acestea devin mai eficiente, mai transparente \u0219i mai receptive la nevoile comunit\u0103\u021bii. \u00cen plus, femeile contribuie semnificativ la solu\u021bionarea pa\u0219nic\u0103 a conflictelor, oferind abord\u0103ri bazate pe dialog, mediere \u0219i preven\u021bie.<\/p>\n<p>Participarea femeilor \u00een pozi\u021bii de conducere \u00een organele de for\u021b\u0103, carabinieri, poli\u021bie, for\u021bele armate \u0219i alte structuri de aplicare a legii, spore\u0219te \u00eencrederea publicului \u00een aceste institu\u021bii. \u00cen multe societ\u0103\u021bi, femeile ofi\u021beri pot interac\u021biona mai eficient cu grupurile vulnerabile, inclusiv cu victimele violen\u021bei de gen, oferind un r\u0103spuns mai empatic \u0219i mai adaptat realit\u0103\u021bilor locale.<\/p>\n<p><strong>Provoc\u0103rile femeilor \u00een accesul la func\u021bii decizionale<\/strong><\/p>\n<p>\u00cen ciuda beneficiilor evidente, femeile continu\u0103 s\u0103 se confrunte cu multiple bariere \u00een sectorul securit\u0103\u021bii \u0219i ap\u0103r\u0103rii:<\/p>\n<ul>\n<li><em>Stereotipuri \u0219i norme de gen <\/em>\u2013 Persisten\u021ba prejudec\u0103\u021bilor conform c\u0103rora securitatea este un domeniu \u201emasculin\u201d descurajeaz\u0103 participarea femeilor \u0219i limiteaz\u0103 oportunit\u0103\u021bile lor de avansare.<\/li>\n<li><em>Reprezentarea insuficient\u0103 \u00een func\u021biile de conducere <\/em>\u2013 Chiar \u0219i atunci c\u00e2nd femeile sunt prezente \u00een sectorul securit\u0103\u021bii, ele ocup\u0103 adesea pozi\u021bii administrative, fiind rar promovate \u00een func\u021bii strategice de luare a deciziilor.<\/li>\n<li><em>Accesul limitat la formare<\/em> <em>\u0219i<\/em> <em>resur<\/em>se \u2013 Multe structuri de securitate nu au programe specifice de dezvoltare a leadership-ului feminin, ceea ce face ca femeile s\u0103 aib\u0103 mai pu\u021bine oportunit\u0103\u021bi de a-\u0219i demonstra capacit\u0103\u021bile.<\/li>\n<\/ul>\n<p>Pentru a dep\u0103\u0219i aceste obstacole, este esen\u021bial ca institu\u021biile de securitate s\u0103 implementeze politici de incluziune, mentorat \u0219i sprijin pentru femeile aflate \u00een carier\u0103.<\/p>\n<p><strong>Femeile \u00een misiuni interna\u021bionale\u2013 o prezen\u021b\u0103 necesar\u0103 pentru pace \u0219i stabilitate<\/strong><\/p>\n<p>Participarea femeilor \u00een misiuni interna\u021bionale de men\u021binere a p\u0103cii \u0219i securit\u0103\u021bii este un aspect crucial al implement\u0103rii Agendei FPS.<\/p>\n<p>Experien\u021ba a demonstrat c\u0103 prezen\u021ba femeilor \u00een opera\u021biuni de pace contribuie la reducerea tensiunilor locale, cre\u0219terea \u00eencrederii \u00een for\u021bele de men\u021binere a p\u0103cii \u0219i \u00eembun\u0103t\u0103\u021birea rela\u021biilor dintre comunit\u0103\u021bi \u0219i institu\u021biile de securitate.<\/p>\n<p>Femeile ofi\u021beri \u0219i militari sunt adesea mai accesibile pentru popula\u021biile locale, \u00een special pentru femeile \u0219i copiii afecta\u021bi de conflicte. Ele joac\u0103 un rol important \u00een investigarea cazurilor de violen\u021b\u0103 sexual\u0103 \u0219i \u00een oferirea de sprijin victimelor, asigur\u00e2nd un r\u0103spuns mai empatic \u0219i mai eficient.<\/p>\n<p>La acest capitol, la 26 martie 2024, Guvernul Republicii Moldova a aprobat Hot\u0103r\u00e2rea cu privire la deta\u015farea personalului din cadrul Inspectoratului General de Carabinieri la opera\u021bia interna\u021bional\u0103 de men\u021binere a p\u0103cii din Kosovo \u00een componen\u0163a For\u0163ei Multina\u0163ionale de Men\u0163inere a P\u0103cii din Kosovo (KFOR).<\/p>\n<p>Prin urmare, la 20 octombrie 2024-20 aprilie 2025, Inspectoratul General de Carabinieri al MAI a deta\u0219at \u00een Kosovo, cel de-al doilea contingent de carabinieri, unde face parte \u0219i o femeie.<\/p>\n<p>Cu toate acestea, num\u0103rul femeilor din cadrul organelor de for\u021b\u0103 care particip\u0103 la misiuni interna\u021bionale r\u0103m\u00e2ne a fi redus. Acest fapt se datoreaz\u0103 din necunoa\u0219tere \u0219i din importan\u021ba de a \u00eencuraja pe viitor femeile din organele de drept s\u0103 aplice la posturile vacante pentru participare \u00een misiuni interna\u021bionale. Totodat\u0103, r\u0103m\u00e2ne s fi actual subiectul privind identificarea solu\u021biilor pentru o participare echilibrat\u0103 a femeilor \u00een sectorul securit\u0103\u021bii.<\/p>\n<p>Pentru a \u00eencuraja o prezen\u021b\u0103 mai mare, este necesar\u0103 dezvoltarea politicilor eficiente care s\u0103 faciliteze participarea femeilor la astfel de opera\u021biuni, inclusiv prin asigurarea unui mediu de lucru sigur \u0219i a unor condi\u021bii echitabile de promovare.<\/p>\n<p>Pentru ca asigura \u00een continuare implementarea comprehensiv\u0103 a Agendei Femeia, Pacea \u0219i Securitatea s\u0103 fie eficient\u0103, este nevoie de m\u0103suri concrete:<\/p>\n<ul>\n<li><em>Promovarea activ\u0103 a femeilor \u00een func\u021bii de conducere <\/em>\u2013 Crearea unor mecanisme clare pentru accederea femeilor \u00een pozi\u021bii de decizie.<\/li>\n<li><em>Reforma institu\u021bional\u0103 \u0219i schimbarea culturii organiza\u021bionale <\/em>\u2013 Eliminarea stereotipurilor \u0219i adoptarea unor politici care s\u0103 promoveze diversitatea \u0219i echitatea de gen.<\/li>\n<li><em>Acces sporit la instruire \u0219i dezvoltare profesional\u0103 <\/em>\u2013 Crearea unor programe de mentorat \u0219i leadership pentru femeile din sectorul securit\u0103\u021bii. Or aceste programe exist\u0103 dar nu sunt func\u021bionale pe deplin.<\/li>\n<li><em>\u00cencurajarea particip\u0103rii femeilor \u00een misiuni interna\u021bionale <\/em>\u2013 Asigurarea unor condi\u021bii adecvate pentru participarea lor activ\u0103 \u00een opera\u021biuni de men\u021binere a p\u0103cii.<\/li>\n<\/ul>\n<p><strong>Concluzie: <\/strong>\u00centr-un context global \u00een continu\u0103 schimbare, participarea femeilor \u00een procesele de luare a deciziilor \u00een sectorul de aplicare a legii, securitate \u0219i ap\u0103rare nu este doar un imperativ moral, ci \u0219i o necesitate strategic\u0103. Implementarea FPS scoate \u00een eviden\u021b\u0103 prioritizarea at\u00e2t la nivel de guvern, institu\u021bii de securitate\/organe de drept, c\u00e2t \u0219i organiza\u021bii interna\u021bionale, importan\u021ba construirii unei societ\u0103\u021bi mai sigure, mai echitabile \u0219i mai reziliente.
